Registering a JDM import in New York

New York registers an imported grey-market car through the DMV once you can document ownership and lawful entry — the foreign title or proof of ownership plus the U.S. Customs and DOT paperwork showing the vehicle cleared the border and meets or is exempt from federal safety standards. A 25-year-old car relies on that federal age exemption to enter, but New York then applies its own inspection rules on top, and the state does not waive its safety inspection for age: every registered vehicle has to pass a safety inspection every 12 months, no matter how old it is.

Emissions are where age helps. New York exempts a vehicle from the emissions inspection once it is more than 25 model years old — the rule is that the model year is less than or equal to the current calendar year minus 25 — so a car old enough for the federal import window is already outside the emissions program. The practical picture for a JDM import is therefore split: no OBD-II or tailpipe emissions test, but a genuine annual safety inspection that a right-hand-drive car still has to clear before it can stay on the road.
